The agency is governed by a Board of Directors. The Board and its committees meet monthly to plan and monitor agency activities. The Board consists of representatives from a cross section of community groups. The Board includes representation from the Cortland County Legislature, clergy, SUNY Cortland, criminal justice agencies, banking institutions, and service providers. Each Board Member brings an expertise and knowledge of the community that enables the agency to develop and provide services that meet the critical behavioral health care needs of local residents.

The agency’s counseling and treatment staff includes professionals with a wide range of experience and professional training. The diversity of the staff members allows the agency to select the most appropriate clinician for each client. Many of the counselors hold master’s degrees in marriage and family therapy, social work, psychology, or counseling. Many of the counselors earned additional credentials such as New York State Credentialed Alcohol and Substance Abuse Counselors and Credentialed Prevention Specialists. In addition to the counselors, the clinical staff includes: an internal medicine physician, a psychiatrist, a psychiatric nurse practitioner, and a registered nurse.
A management team works with the counselors and other staff to oversee and supervise the daily operations of the agency. Members of the management team are listed below:

Lisa Hoeschele, Executive Director, A former Cortland High School French teacher, Lisa holds her master’s degree in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
Lisa has worked as a fund development professional for Tompkins Cortland Community College, WCNY-TV/Classic-FM and Syracuse University/SU College of Law and as a licensed financial planner at Legend Equities in Syracuse. Lisa has been active in the local community, serving most recently as president of the Cortland Enlarged City School Board.
She has been a community volunteer for many local non-profit organizations, including the Cortland YWCA, the Cortland Family YMCA, the Racker Center, the PumpkinFest committee, the 1890 House and the Cortland Public Education Foundation. A published author, Lisa has written and lectured on the importance of adult involvement in the lives of teens and at-risk youth for the National Campaign to Prevent Teen Pregnancy.

Russell Hollier, Director of Off Site Services, is a Licensed Clinical Social Worker and Credentialed Alcohol and Substance Abuse Counselor. Russell has over 25 years experience in the human services field and began as a Clinical Supervisor at Family Counseling Services in 1994.
Russell has worked in varied settings including a residential treatment facility, a hospital based detoxification program, an inpatient psychiatric unit and outpatient chemical dependence and mental health clinic. |

Amy Walton, Director of Mental Health, Licensed Clinical Social Worker, has been a part-time and full-time counselor in the Mental Health Clinic at Family Counseling Services since 2002 with specialties that include couple's counseling, family systems therapy and the development of psycho-educational groups. After 10 years as a member of the team, she is now very proud to be the leader of her highly dedicated and professional staff of mental health counselors. Amy is committed to creating and maintaining a welcoming, supportive and effective program of treatment for clients seeking to make changes in their lives.
Amy graduated from Smith College with a bachelor's degree, and earned her master's degree through Simmons College School of Social Work in Boston.
